In order to be completely informed of the campus parking regulations, we encourage you to read the following:

Arapahoe Community College Resource Guide/Parking and Traffic Regulations.

  1. Any motor vehicle parked in the Arapahoe Community College main campus, Art and Design Center, and University Center at Chaparral parking lots must display a valid Arapahoe Community College parking permit at all times.
  2. A parking permit will be issued to students and employees after application is made.
    Students must bring a copy of their current fees receipt and semester schedule to the Campus Police Parking Services office in Room M2630. Employees should bring their immediate supervisor or a representative from Human Resources. At this time, vehicle information is not required. Student and employee permits are issued only from the Parking Services/Campus Police offices in Room M2630. Fitness Center members can purchase permits at the Fitness Center. Community Education students will have their permits mailed to them.
  3. Students and employees may purchase one additional permit for another vehicle for a fee of $9.76 per semester.
  4. Visitors may acquire a temporary parking permit from Parking Services/Campus Police, Information Central, Testing and Advising, Art and Design Center, and many specific departments.
  5. Parking citation fines will double if they are not paid at the Campus Police/Parking Services office, or an appeal action filed within seven days from the date of issuance.
  6. Parking permits are not required in posted loading zones. The time limit for loading zones is fifteen minutes and multiple citations may be issued for violations.
  7. Loading zones and timed zoned streets are enforced 24 hours a day, seven days a week.
  8. Parking where you desire may be difficult at times, so please plan ahead and allow sufficient time to walk a short distance from where you park. Parking is on a ‘first come first served’ basis. Possession of a parking permit does not guarantee that a space will be available.
  9. If your car is inoperable and parked in a campus parking lot, notify Campus Police by phone at 303.797.5800 or come to the office located in the Main Building, Room M2600).
  10. Motorcycles do not require a permit, however, they must be registered with Parking Services. Make, model, color and plate are required.

Visitors

Visitors are persons who are neither students nor employees of the College, but who have an occasional need to park on campus.

  • For ease and convenience, visitors to the College can park their vehicles on the street for short-term parking. Visitor parking on the main campus is on West College Drive (1 hour), South Nevada Street (4 hours), and South Sumner Street (4 hours). Handicapped visitors can park in designated spaces in Lots A, B, D, E, J, and K. Parking is available in any of the lots with a valid visitor’s parking pass. Visitor passes are issued at the Campus Police Department at no charge.
  • If a visitor is cited for “failure to display a permit,” the visitor should submit an appeal form explaining the circumstances, along with the parking citation to Campus Police. Visitors are responsible for all other violations.

Handicapped Parking

  • Handicapped parking spaces are reserved 24 hours a day for persons with disabilities as indicated by a current handicap parking permit or license plate. Handicapped spaces include the striped access areas to either side of the space, which accommodates wheel chair lifts. Colorado law states, “It shall be unlawful for any person to stop, stand or park any vehicle in a handicapped parking place except for the purpose of allowing a handicapped person to enter or get out of such vehicle while in such a parking place.” CRS 42-4-1208(6).
  • To park in a handicapped space, you must display either a current state-issued or ACC-issued handicapped placard, permit or license plate.
  • Visitor handicapped parking is available in Lots A , B, D, E, J, and K. Visitors of the College who require accessible parking may park in any of the designated handicapped spaces- without a College parking permit.
  • The College issues temporary handicapped parking permits to individuals with a demonstrated need for more accessible parking due to a short-term injury or illness. They are issued for an initial period of 30 days. A physician’s letter is required to extend the permit beyond that initial period. If a more permanent need exists, applications can be obtained at the Department of Motor Vehicles.

Application of City Ordinances and State Laws to Campus

All appropriate provisions of the Colorado traffic laws and the City of Littleton traffic ordinances are applicable on the Arapahoe Community College campus. Court summons are disposed of at the City of Littleton Municipal Court 2069 W. Littleton Blvd, Littleton, CO. 80120. No city moving or city parking summons will be disposed of at the College Campus Police/Parking Services office. Any person wishing to contest a city summons may request a hearing before the Municipal Court, 2069 W. Littleton Blvd, Littleton, CO 80120 (303.795.3837).

Scope of Regulations

The “Parking Services Resource Guide/Parking & Traffic Regulations” is supplemental to all applicable state laws and municipal ordinances. Users of the College campus should be aware that the City of Littleton ordinances regulating private conduct, including but not limited to traffic regulations, will be enforced on the ACC campus in addition to these regulations. These regulations apply to all persons while on the campus in the manner described. These regulations are in effect at all times and apply to all persons driving any motor vehicle.

Parking Services is responsible for the management and maintenance of all the parking lots located on all ACC campus properties and the enforcement of parking regulations. All lots are permit-controlled. Vehicles not displaying a valid permit will be issued a parking citation when parked in these lots.

Special Event Parking & Lot Maintenance

College events may interrupt routine parking and traffic patterns. During any special event or lot maintenance, Campus Police will control activity, parking lots and traffic.
Persons attending special College sponsored workshops, seminars, events, etc. must obtain a visitor parking pass from the sponsoring group.
Faculty, staff or divisions of College sponsoring seminars, testing, special events, etc. must contact the Events Coordinator at 303.797.5692 to make arrangements for parking in advance of the event. Special Event Parking requests must be submitted at least 7 working days prior to the event.

  • Employee Parking Deduction Authorization Forms are available in Parking Services in the Main Building in Room M2630, or you can download the form here Download Parking Payroll Deduction Authorization Form. Bring your completed form to Room M2630 or e-mail to ParkingServices@Arapahoe.edu.
  • Note: Submission of the Employee Parking Authorization Form allows automatic deduction for parking fees from your payroll check.
  • *Adjunct Faculty are responsible for getting an updated parking permit from Parking Services prior to the beginning of each summer semester in May.

NO OVERNIGHT PARKING

Overnight parking is not permitted without prior approval from the Campus Police Department, 303.797.5800, or Parking Services, 303.797.5947.

College parking lots are used for law enforcement driving classes and motorcycle safety classes. If your vehicle is found in the lot prior to class, it will be towed at your expense and cited for overnight parking. You must contact the Campus Police Department, 303.797.5800, if your vehicle is inoperable, as it will be your responsibility to remove the vehicle.

Vehicles may be immobilized/towed as a result of three or more unpaid parking citations more than 30 business days old.

Indebtedness

If a fine is not paid or an appeal is not filed within seven business days after issuance of a citation, the fine shall double. Unpaid citations are sent to the State of Colorado for collections.

College Liability

No liability is created by the granting of parking or vehicle operating privileges on property owned, leased, or otherwise controlled by Arapahoe Community College. The College assumes no responsibility for the care or protection of vehicles or contents while operated or parked on College property. Officers of the Campus Police Department do patrol College parking facilities.

Driver Responsibility

  1. Space Availability
    A parking permit does not guarantee the holder a parking space but only an opportunity to park in any of the College parking lots. Parking for permit holders is on a “first come, first served” basis. Drivers should be aware that spaces in prime locations tend to fill-up first. Depending on the time of arrival, south Lots H and I may be the best choices for parking.
  2. Enforcement
    Failure of the College to strictly enforce any parking regulation shall not be construed as a waiver for the future enforcement of the regulation.
  3. Permit Display
    • To be valid, permits or passes must be clearly visible and displayed according to the parking regulations or special instructions provided by Parking Services at the time of issuance. A parking permit is not considered valid unless it is current and is displayed correctly on the vehicle.
    • The decal permit shall be permanently attached to the interior surface on the windshield on the lower left side (driver’s side) OR
    • The decal permit can be attached directly to a clear plastic hangtag. All hanging permits shall be hung on the inside rearview mirror with numbered side facing toward the front of the vehicle so that it can be easily viewed from the outside of the vehicle. These permits may be transferred only between the vehicles used by the permit owner. Failure to transfer a hanging permit to a vehicle parked in a lot will result in a citation for failure to display a current parking permit. Permits are not transferable between individuals.
    • Decal permits for Students, Adjunct Faculty and Part-time Employees are valid for one academic year (summer through spring).
    • Duplication, or alteration, of a permit is subject to enforcement and/or disciplinary action.
  4. Lost or Stolen Permits
    • Must be reported to Campus Police. Anyone using or attempting to use a lost or stolen permit may lose parking privileges and face criminal charges.

Hours of Enforcement

The College’s parking regulations are in effect 24 hours a day 7 days a week, including all holidays and school breaks. Enforcement areas include all College property, as well as surrounding streets, and parking lots. Timed zones and loading zones are enforced 24 hours a day 7 days a week.

Regulations

General Regulations - The effectiveness of any parking system is dependent on compliance by everyone. The following regulations should be thoroughly read and understood to avoid possible violations:

  1. Abandoned vehicles may be towed and impounded in accordance with State and Municipal laws. Vehicles may be considered abandoned for any reason.
  2. Use of animals for transportation (e.g. horses, etc.) is not permitted on the College campus unless authorized by the Campus Police.
  3. Serious or repeated violations of these parking regulations may result in revocation of
    permit parking privileges.
  4. Motorized bikes with an engine capacity under 50cc may park in the bike racks around the campus. Bikes over 50cc are required to park in a parking space on the street or they can be parked in the campus parking lots after being registered with Parking Services. Motorcycle parking is located in Lot A with surface markings. Please park multiple motorcycles in a single space, as many motorcycle owners do now; it conserves parking spaces.
  5. Skateboards, in-line skates, etc are allowed for transportation. “Stunting” is prohibited.

Bicycles on Campus

  • Riding - The use of bicycles at ACC is encouraged as an effective means of alternative transportation. However, bicyclists must comply with the City of Littleton bicycles regulations and with State laws pertaining to bicycles. Cyclists riding on campus streets and through parking lots must obey posted speed limits and traffic devices. Riding on campus sidewalks is strictly prohibited.

  • Parking – ACC regulations require that bicycles be parked in bicycle racks.
    Parked bicycles that create safety hazards may be impounded.

  • Do not lock a bike to a tree, shrub, or building; do not park a bike where it obstructs a building access, walkway or drive.

  • Bicycles may not be brought into campus buildings.

Regulations of Moving Vehicles

  1. Speed limits for motor vehicles at ACC are:
    • As posted on streets immediately adjacent to campus.
    • 10 mph in campus parking lots
    • As otherwise posted by regulatory signs.
  2. Driving on sidewalks is prohibited with the following exceptions:
    • Emergency vehicles responding to any occurrence where the physical well-being of any person is in jeopardy, or where a risk of substantial damage to property exits, may drive on any College sidewalk as necessary to render aid or assistance. Emergency vehicles driving on sidewalks must yield right of way upon encountering any pedestrian traffic.
    • Service vehicles are authorized to drive on restricted sidewalks as necessary to gain access to work sites for delivery of work-related materials. Service vehicles driving on sidewalks shall yield right of way upon encountering pedestrian traffic.
    • Campus Police and Parking Services vehicles may drive on any sidewalk at any time as necessary to provide service.
  3. Motor vehicles shall not be driven or parked on fields or grounds of the College unless prior authorization is obtained from Parking Services or the Event Coordinator.

Violations and Fines

Traffic Violations, General
The traffic regulations herein reflect those of Arapahoe Community College and shall be enforced in conjunction with the Motor Vehicle Laws of the State of Colorado, Revised Statutes, 1973, and amends thereto.

Violations, Parking

  1. Parking a vehicle outside a legal space, occupying two spaces, or parking parallel in an area not authorized for parallel parking. Class A. (8A09)
  2. Parking a vehicle on sidewalks or in crosswalks, on landscaped areas, obstructing areas necessary for vehicular movement (e.g. thoroughfares, driveways, parking lot aisles), along yellow curbs or striped areas, in posted areas prohibiting parking, or any other area not designated as a legal space. CRS 42.4 1204 Class A. (8A03)
  3. Unauthorized parking of a vehicle in a reserved space or area. Class B. (8A06)
  4. Parking within 5 feet of a driveway. CRS 42.4 1204 Class A. (8A07)
  5. Parking overtime in a loading/unloading zone – more than fifteen (15) minutes. Class A. (8A08) (Multiple citations may be issued)
  6. Double-parking of a vehicle. Class A. (8A10)
  7. Parking a vehicle in a tow away zone. Class C. (8A11)
    (Subject to immediate towing.)
  8. Parking a vehicle or blocking a fire lane. Class C. (8A12) (Subject to immediate towing.)
  9. Forging or altering a parking permit or using such forged permit or decal. Class C. (8A13)
  10. Unauthorized use of a vehicle, which is decaled as handicapped. Unauthorized use is when a non-handicapped individual(s) operates a handicap decaled vehicle and parks or stands the vehicle in a designated handicap parking space. CRS 42.4 1208(b) Class C. (8A14)
  11. Parking overnight on campus facilities. C.R.S. 42.4 1204(f) Class B. (8A19)
  12. Parking a vehicle in any campus lot for which the displayed permit is not valid or using a permit without current student or staff status (8A22), failure to display a permit (8A15), or failure to display a permit properly. Class A. (8A17)
  13. Using an altered, counterfeit, lost or stolen permit or obtained on the basis of false information. Class C. (8A13)

The fees described above are subject to appropriate administrative review and have been approved by the State Board for Community Colleges and Occupational Education.

Payment of Fines

Citations can be paid by mail and instructions are located on the backside of the citation envelope. DO NOT PAY CITATIONS BY MAIL WITH CASH. Make checks payable to Arapahoe Community College. To ensure proper crediting, include the citation number and student ID number with payment. Send payment to the following address:

Booting

If a wheel boot is applied to a vehicle, a bright yellow notice will be posted on the vehicle – usually on the driver’s side window.

A wheel boot may only be removed by Parking Services or Campus Police officers. Any attempt to remove the boot by anyone other than a Campus Police officer/Parking Services staff person will receive an additional citation for boot tampering. Any person who attempts to destroy, commits theft, or defaces a boot, will be prosecuted and required to make restitution for repair/replacement of the boot.

A boot will be released upon payment of the boot fine and any other outstanding fees and parking citations. If a booted vehicle is not accounted for within a 24 hour period from the time the vehicle was booted, it may be towed to a storage facility. The owner/custodian of the stored vehicle will also be responsible for paying the towing fee and any daily storage fees.

First Offense $65.00
Second Offense $80.00
Third Offense $175.00 plus revocation of parking privileges, including forfeiture of permit charge.


Parking privileges may be cancelled for:

  • Repeated violations or obvious disregard of regulations;
  • Misuse of a permit;
  • Using altered, duplicated or otherwise unauthorized permits.

Reinstatement

Cancelled parking privileges will be reinstated at the Parking Services when all outstanding fines and penalties have been paid, and a formal appeal is filed requesting reinstatement.

Appeals Procedure

After receiving a parking citation, you have seven days to submit an appeal. Appeal forms are available in the Parking Services office, Room M2600 or the Campus Police Student Services office, Room M2630. You may also download the Parking Violation Appeals form and bring it in to the Campus Police Department or e-mail it to ParkingServices@Arapahoe.edu. The appeals form must be filled out completely and legibly in order for it to be accepted for review by the hearing officer. Please print, and give as much detail as possible with regard to why you feel the citation should be dismissed. The form must be signed and dated or it will not be sent to the hearing officer. The entire appeals process can take up to ten days, however, most are handled in a day or two. The result will be mailed to you either by postal mail or e-mail.

The appeal can have one of three final dispositions:

  • The citation is dismissed, with no fine due.
  • The citation is upheld, but the fine amount is reduced.
  • The citation is upheld, and the total amount is due.

THERE IS ONLY ONE APPEAL, AND THE DECISION OF THE HEARING OFFICER IS FINAL.

Delinquent Parking Violations

If a parking violation citation has not been paid or appealed within seven business days, the fine will double.

Following the delinquent date, a written reminder notice of the violation will be mailed to the motor vehicle operator or owner. This is a courtesy reminder only and failure to receive it, for whatever reason, does not constitute sufficient cause for dismissing the violation
